This is insane, considering that the bailing system (should I say industry?) prevented a much greater number to be added to this number. For a foreigner, the first impression of great liberty, big spaces, wide array of approved behaviours is quickly contradicted by the easyness with which police put braces to people, judge throw them in cells, etc... Of course the Patriot Act, which really is a totalitarian law, only accentuates the feeling of humanlessness (weird word, I know;-) of the North-American System I remember having read last year a survey asserting that 12 million living American citizen had been in jail for at least a week time.
